Castellan Roan Thorn is the first commander who exists primarily as the named military actor of a living NPC-empire: the Verdant Concord led by Matriarch Veyla Thorn. He is recruitable by players who reach the Concord's 'allied' reputation tier, but he is also the face the Concord wears when it goes to war โ€” the commander whose fleets enforce the Greenline, support the player's enemies at 'hostile' standing, or reinforce the player's campaigns at 'allied'. His behaviour on the galaxy map is driven by the Concord's standing agenda and its reputation toward each player, tying the commander layer directly into the faction-dynamics system.
