Craft-Forge Emblem is the higher-rarity relic, so it carries the stronger ceiling for the Base Station slot and is the long-term target. That said, if you are already running the Ancient Civilization set, the set bonus can outweigh raw rarity — favour the artifact that completes a set you already own.
