Tobin Rell is the campaign's connective quest-giver — a Federation archivist seconded to the player's command who issues one story mission per campaign chapter, each advancing the central anomaly mystery that Captain Elara Quill anchors. He is not a hero and never claims to be; he is the patient bureaucrat who keeps the thread visible, handing the player the next sealed file each time a chapter closes and the next opens.
